Dear Sir,

Submission of Documents to Parliament

1. After I handed over my letter Parliamentary Select Committee / Presidential Commission of Inquiry to Mr Teo at Meet-the-People Session on 27 Apr 18, I was ready to submit 7 sets of supporting document to him on 6 Jul 18.

2. At the first meeting he asked me to write down in details how much I expected to be compensated for the sale of my flat although that wasn’t the point I was making. Therefore I took it that he required details before any action could be taken. However, at the second meeting Mr Teo said to me that if I required an investigation in Parliament then I should submit the documents directly to Parliament. I asked “How”?

3. Parliament is not a place I could access except through a MP who represented the people. Mr Teo did said he could speak up in Parliament and I said “Yes”. It may be that Mr Teo does not have enough support to go through with it should he accept the documents.

4. Mr Teo also said he had written to the police after the letter of 27 Apr 18. But I received no reply from the police. By not replying, it seems to place the problem back to Parliament.

5. I also mentioned that the problem was not only the neighbour but also refund to CPF Account, payout from CPF Life and others.

6. If my complaint had been just about noise from a neighbour in 2007, it could have been resolved but it wasn’t. It had to do with officers who protected the neighbour and subsequently caused me all sorts of trouble. The officers cannot be complained against but instead had an incentive to misbehave. The 7 sets of document are a record of noise from neighbour (68 sheets), sale of flat (60 sheets), refund of sale proceed to CPF Account (52 sheets), Silver Housing Bonus (33 sheets), payout from CPF Life (37 sheets), 9 other items under miscellaneous (81 sheets) and my comments that referred to the preceding documents (45 sheets).

7. I quoted from your speeches on government misbehaviour and on Select Committee and Commission of Inquiry:

In an interview with American television on 15 Apr 10, PM said "Singapore cannot 'afford a bump in the night', whether it is a financial crisis, government misbehaviour or a security problem".

In the closing address in Parliament on 38 Oxley Road dispute on 4 Jul 17, PM said ”...MPs who have heard troubling allegations or news, can make these allegations and raise the matters in the House even if they are not completely proven and may be defamatory, without fear of being sued for defamation.” and

“...if there is evidence of wrongdoing that emerges or alleged evidence of wrongdoing which emerges, then I and the Government will consider what further steps to take. We can have a Select Committee, we can have a Commission of Inquiry…”

8. I attached my letter Parliamentary Select Committee / Presidential Commission of Inquiry that I handed to Mr Teo on 27 Apr 18. Parliament is the place I could bring up and it is only with the documents that there could be a proceeding. All government departments I corresponded with did not address issues that were brought up.

9. Could I attend your Meet-the-People Session to pass the 7 sets of document to you or an appointed person?
